The research has a quantitative, non-experimental approach and a correlational-causal design. The sample consisted of 421 treated patients in outpatient offices of the Honorio Delgado Hospital. Stratified sampling was performed by medical departments. We designed a questionnaire based on Law No. 29414 Right of Users of Health Services, the other instruments used were the scale to measure the quality of service of secondary health care centers (CCAS, in its Spanish acronym). In the outcome, it was obtained that 73.6% perceive that a breach of the user rights service exists, 26.1% perceive that the fulfillment is irregular and only 0.3% perceive that the rights are fulfilled in healthcare. 51.5% of patients has a perception of low-quality service, 48.2% of regular service and only 0.3% perceives the quality of service as high. A 692 Rho Spearman coefficient was obtained with a significance level of p<0.05; this indicates the fulfillment of the hypothesis of the investigator, affirming that the perception of the fulfillment of the patient’s rights is directly related with the quality in the presentation of health services on an outpatient of the Regional Hospital Honorio Delgado of Arequipa. Also, it was determined that the quality is related to the access to health services, information and dignified treatment.
