The research was developed with the approach of quantitative methodology, at a correlational level, since it sought the association between two variables, its design was non-experimental and transversal because the data were taken in a single moment of time through a Questionnaire with Likert scale. The instrument was validated by three experts and yielded a reliability of (α = 0.80) with the Cronbach alpha statistic and the SPSS software was used for data analysis as well as to determine the Pearson correlation coefficient. From the research results, two fundamental facts are concluded, the first that cognitive processes, meaningful learning and motivation are elements that promote literacy, and secondly, that there is a relationship with respect to ICT as learning tools and the variable Motivation towards reading and writing in the students of the second semester of public accounting (ρ = 0.38). The use of ICT is a strategy that favors the development of literacy, as a communicative act because its reading experiences allow the student to establish intra and extratextual relationships required as presbers to contextualize the here and now of a text, which in Are the foundation of an active reader.
