It begins with a reflection at a general level, to continue delving into the area of mathematics and the stage of Primary Education (4th grade). Several investigations and experiences using TIC in the mathematics classroom are described, and with some conclusions that try to answer some of the questions raised in the work. The curriculum of the educational institution is analyzed, both its general and specific part of the area of mathematics. Through descriptive research we seek to raise some direct influences on the effectiveness of playful learning mediated by the use of TIC in that area, as well as aspects that affect the management of a class in general and specific mathematics using TIC. The approach is quantitative, the sample is non-probabilistic census type. Also, taking into account the characteristics of the object of study where there is no extreme manipulation of variables, the research is based on real facts to a group within a defined time, the design that was adjusted to these particularities is the non-experimental and using the observation, experimentation and characterization in which children manage to appropriate the numerical thinking in a playful and favorable way. For the validation of the information, the analysis using the Alfa-Cronbach test was used, in order to measure the reliability of the information, and it was also intended to demonstrate the strengthening of competent beings in the handling of mathematics within a rural context, where students are immersed from reality and technology, in addition to this lack of management of some educational tools by teachers does not improve skills in the field of mathematics, for this it was found that it is required of a teacher who thinks about the possibility of fostering enriched environments of learning, in which everyday situations are the pillar for the formulation and posing of problematic and contextualized situations, which allow the understanding of aspects as abstract as the effective play concepts mediated by TIC.
