La calidad de los informes periciales en sus diversas modalidades de falsificación de firmas en el departamento de grafotecnia de la Policía Nacional del Perú, Lima 2022

The main objective of this research is to evaluate the quality of graphotechnical reports in the different modalities of signature forgery in the graphotechnical department of the National Police of Peru, Lima 2022. The methodology used had a qualitative approach with a phenomenological approach framework. The study scenario had a population of 19 graphophotechnical experts, from which six graphophotechnical experts were selected considering inclusion and exclusion criteria. The techniques used were conversation recordings and annotations. The results showed that the quality of the graphotechnical reports is guaranteed through the expert procedure governed by the criminalistics manual, using the graphoscopic method considering the analytical, comparative and conditional aspects with respect to the signatures, emphasizing also the due training and constant updates. To conclude, the entity lacks accreditation within the field of graphotechnics, the graphotechnical expert does not have certifications according to the ISO17024 standard, however, the specialists receive constant training and are governed by the procedures manual to carry out a quality scientific technical procedure based on the graphoscopic method indicated in the manual of criminalistics of the national police of Peru.

Los conflictos socioambientales de las comunidades campesinas y la influencia en la gobernabilidad de la región Apurímac, 2018-2019

The study of socio-environmental conflicts in rural communities and governance in Apurímac region 2018-2019, has been carried out in a context where socio-environmental conflicts are growing due to the lack of answers from the government. The main objective of this research is to determine the relationship between socio-environmental conflicts and governance in Apurímac region. The deductive method is used, with a quantitative approach of an applied type and correlational design with a sample of 219 community and social leaders to whom the questionnaire was applied. In this research, it was determined that there is a direct, high and significant relationship between the variables socio-environmental conflicts and governance, according to the results (Rho = 0.993, "p" = 0.000). This is an evidence that conflicts are inherent to human beings and they are showed because they are structural, permanent and dynamic in the management of limited natural resources in a society of increasing demand for needs. The struggle for control, use, access and distribution claim for the government´s intervention and try out the principles of governance that are efficiency, stability and legitimacy.

La corrupción de funcionarios y sus consecuencias en la confianza de los ciudadanos en el sistema judicial en el Perú post Covid-19

Introducción, La corrupción de funcionarios mina cimientos de comunidad y mengua confianza en jueces además de entidades que imparten justicia. Esa intersección entre corrupción en sistema judicial y percepción ciudadana exhibe luchas que requieren profundo estudio. Objetivo: Indagar cómo llega a afectar corrupción de funcionarios y efectos en confianza de individuos en sistema de justicia de la nación. Metodología: El análisis hizo empleo de enfoque cualitativo, ejecutando método analítico descriptivo en diseño tipo transversal. Resultado: La corrupción de funcionarios judiciales ha mermado de forma notable confianza ciudadana. Entrevistas asimismo análisis de casos exhibieron percepciones de impunidad, favoritismo y escases de transparencia, debilitando legitimidad asimismo efectividad del sistema judicial. ODS 16: Paz, Justicia e Instituciones Sólidas: El estudio llega a abordar corrupción en sistema judicial, que mina la justicia y confianza en entidades. Al analizar su efecto en percepción ciudadana y brindar medidas para mejorar transparencia y rendición de cuentas, aportar al fortalecimiento de entidades justas y sólidas.

Corrupción y gobernabilidad en la municipalidad distrital de Cerro Colorado, Arequipa 2023

The purpose of this research was to determine the relationship between corruption and governance in the Municipality of Cerro Colorado, Arequipa 2023. The design is non-experimental, transversal, correlational, using quantitative methods, with a sample of 482 citizens from 18 to 69 years old using two Liket-type scales, one for corruption and the other for governance. The validity of these instruments was checked by five experts in Public Management. The reliability measured by Cronbach's alpha was 0.933 for corruption and 0.866 for governance, which indicates that these instruments are highly reliable. The results show that there is a significant relationship between corruption and governance with a significance level of 0.000 < 0.05 and a Spearman's Rho value of - 0.525, which indicates that, if the level of corruption increases, governance is bad. Regarding the specific hypotheses, we see that there is a significant relationship between corruption and accountability (significance 0.000 < 0.05, and Spearman's Rho -0.453), a relationship between corruption and political stability (significance 0.000 < 0.05, and Spearman's Rho Spearman - 0.497), relationship between corruption and government effectiveness (significance 0.000 < 0.05, and Spearman's Rho - 0.447), and relationship between corruption and the rule of law (significance 0.000 < 0.05, and Spearman's Rho - 0.240) . Furthermore, it was observed that the majority of citizens (60.2%) perceive high corruption and poor governance. 53% that corruption is high and accountability is bad, 62% that corruption is high and political stability is bad, 55.6% that corruption is high and government effectiveness is bad, and 44.2% that corruption is high and the rule of law is regular.

Gestión municipal y calidad en el proceso de áreas verdes, Distrito de Villa El Salvador, Lima Perú, 2023

This research had the general objective of determining how Municipal Management influences the Quality in the process of green areas in the District of Villa El Salvador, Lima Peru 2023. The research had a methodology focused on applied research, located under the method of hypothetical-deductive research, with a quantitative approach, with a non-experimental design where two variables operate, municipal management and the quality of the green area process, which affirms the existing influence of one variable on the other. The target population of the study is infinite and was made up of a sample of 384 settlers from the Brisas de Villa Urbanization in the District of Villa el Salvador. The technique used was the survey whose instrument was the questionnaire, which had a Cronbach's alpha consistency for the Municipal Management variable of 0.74, for the Quality variable in the green areas process of 0.614 and for both variables of 0.809. The significance is less than 0.05 (sig. < 0.05) therefore the general hypothesis of the research is accepted where municipal management significantly influences the quality of the process of green areas in the District of Villa El Salvador. Lima Peru, 2023. Therefore, when there is the presence of good municipal Management, there will be, as a consequence, good Quality in the process of green areas in the study municipality.

Impacto de los procesos de contratación pública en la ejecución presupuestal, Ministerio de Desarrollo Agrario y Riego, 2015 - 2021

The objective of this research was to establish the impact of public contracting processes on the budget execution of the Ministry of Agrarian Development and Irrigation for the period 2015 - 2021. The research method is hypothetical deductive with a quantitative and applied type approach; with a non-experimental design of longitudinal cut and explanatory level. The population consisted of 204 months and the sample of 84 months, resorting to the technique of documentary analysis and as an instrument the content analysis sheet, product of the data collection of the Economic Transparency Portal of the Ministry of Economy and Finance, of the Electronic System of State Procurement and the Transparency Portal of the Ministry of Agrarian Development and Irrigation. It was possible to determine that public contracting processes have a significant impact on the budget execution of the of the Ministry of Agrarian Development and Irrigation, 2015 - 2021, (sig. from ANOVA = 0.000; r=0.363; R2=0.13); in other words, the result has the power to explain causality and even predict the behavior of the variable processes of public contracting on the budget execution.

Expertise is a means of proof that derives at an explanatory level and a greater understanding of some situation or fact. In order to obtain it, a specific scientific, technical, and artistic knowledge is required, that is, qualified, subject to certain parameters of expertise. The assessment is a practice that belongs exclusively to the judges who have knowledge of the cause. In fact, it concerns the judge to verify the evidence, expertise presented at the trial, and once all the components have been assembled, he must issue a solution that is linked to them, and thus give a good end to the case raised. The relevance of the oral trial as a procedural principle is that it meets the demands established by the delivery of justice in democratic countries. That is why in the present investigation it is proposed as a driving force in investigating how the assessment of phonetic expertise affects the oral trial of crimes related to organized crime, National Criminal Chamber, Lima 2015-2018.

Los mecanismos para la institucionalidad y su relación con la corrupción en la Municipalidad de San Miguel, 2018

In the present investigation entitled "The mechanisms for institutionality and its relationship with corruption in the Municipality of San Miguel, 2018" where the general objective was to determine the way in which the mechanisms for institutionality influence the corruption of the Municipality of San Miguel, during the year 2018. A methodology of correlation type was applied and based on a questionnaire of questions applied to 92 workers of the Municipality of San Miguel, the following conclusions were reached. It can be determined that the mechanisms for institutionality influence the corruption of the Municipality of San Miguel, during the year 2018 that through Spearman's Rho a value of significance of 0.000 was obtained and the general hypothesis is accepted, in this case there is a significant influence between the mechanisms for institutionality and corruption, it should be noted that a correlation coefficient of -0.732 was obtained in the test.

Teletrabajo y gestión administrativa en el Programa Subsectorial de Irrigaciones del Ministerio de Desarrollo Agrario y Riego, Lima 2023

The purpose of the research developed was to determine if there is a relationship between teleworking and administrative management in the Irrigation Subsector Program of the Ministry of Agrarian Development and Irrigation, Lima 2023. For this, the Hypothetical Deductive method, non-experimental cross-sectional design, was used. and correlational level with a population of 93 workers, whose ages of public officials and servants vary between 18 to 70 years, therefore, a census was applied using instruments with Likert-type scales, one for teleworking and another for management. administrative respectively. The validity of the instruments was determined by expert judgment (five experts) and also by the statistical method of Cronbach's alpha, obtaining a coefficient of 0.926, resulting in highly reliable applications during the development of the research. It is concluded that there is a relationship between teleworking and administrative management in the Irrigation Subsector Program of the Ministry of Agrarian Development and Irrigation, for the year 2023. This correlation found is a medium positive whose value is (r = 0.353) and with an index of significance (p = 0.001), we can affirm that when there is an adequate presence of teleworking and it tends to improve, there is also adequate administrative management with a tendency to improve and vice versa.

El uso de la pericia contable en los delitos de colusión y peculado en la fiscalía corporativa anticorrupción del callao 2015-2017

The objective of the investigation was to determine to what extent the use of accounting expertise is applied to accredit the crimes of Collusion and Peculado, in the Anti-Corruption Corporate Prosecutor's Office of Callao 2015-2017. The methodological design had a quantitative, non-experimentaltransversal and descriptive level approach. The sample consisted of 15 justice operators from the Callao anti-corruption prosecutor's office, and for the documentary analysis, 60 cases of collusion and embezzlement were used in the institution under study. The general conclusion was obtained through the investigation, observation and documentary analysis of the cases attended in the anti-corruption corporate prosecutor's office of Callao, where it was determined that only in 50% of cases was the use of accounting skills applied in crimes of collusion and embezzlement, which coincides with the specific result, where an average level of preparation of the judicial operators was determined in the use of said tool of criminalistics, despite the fact that a high level of assessment of said skills was found by the judges and that judicial operators also at a high level, consider accounting skills as an effective tool to accredit the crimes of collusion and embezzlement.
