Efectividad de los informes periciales evaluados por peritos en hechos de tránsito ocurridos en lima metropolitana, 2017-2019

Abstract

El objetivo de este estudio fue determinar la efectividad de los informes periciales evaluados por peritos en hechos de tránsito ocurridos en Lima Metropolitana durante el periodo 2017-2019. Este estudio, de metodología no experimental, transversal, con diseño analítico comparativo, y se analizó a 80 peritos en hechos de tránsito de cualquier parte de la nación que hayan participado del peritaje de hechos de tránsito en Lima Metropolitana durante el periodo 2017-2, se seleccionaron en base a los criterios de inclusión y exclusión establecidos para el estudio. Para el análisis estadístico se hizo uso de frecuencias absolutas y relativas (%), y para la prueba inferencial se realizó el índice de Kappa de Cohen, considerando un p valor menor a 0.05 como significativo. Entre los resultados se tuvo que la efectividad de los datos de intervención descritos en el informe pericial de la DIPVIAT PNP (estándar) es mayormente baja (68.8%) respecto al informe pericial físico forense como complemento del informe pericial estándar con una efectividad alta (93.8%), la efectividad de la identificación de las unidades de tránsito consignados en el informe pericial estándar fue baja (57.5%) en comparación del informe pericial físico forense con una efectividad (86.3%), la efectividad de descripción analítica es predominantemente baja (75%). La conclusión refiere que existe diferencia significativa entre la efectividad del informe pericial de la DIPVIAT PNP (estándar) y el informe pericial físico forense como complemento del informe pericial estándar (p=0.037) evaluados por peritos en hechos de tránsito ocurridos en Lima Metropolitana durante el periodo 2017-2019.

The objective of this study was to determine the effectiveness of the expert reports evaluated by experts in traffic events that occurred in Metropolitan Lima during the period 2017-2019. This study, with a non-experimental, cross-sectional methodology, with a comparative analytical design, and analyzed 80 experts in traffic events from any part of the nation who participated in the expertise of traffic events in Metropolitan Lima during the period 2017-2, They were selected based on the inclusion and exclusion criteria established for the study. For the statistical analysis, absolute and relative frequencies (%) were used, and for the inferential test the Cohen's Kappa index was performed, considering a p value less than 0.05 as significant. Among the results, it was found that the effectiveness of the intervention data described in the DIPVIAT PNP expert report (standard) is mostly (68.8%) compared to the forensic physical expert report as a complement to the standard expert report with high effectiveness (93.8% ), the effectiveness of the identification of the traffic units consigned in the standard expert report was low (57.5%) compared to the forensic physical expert report with an effectiveness (86.3%), the effectiveness of analytical description is predominantly low (75% ). The conclusion refers to the fact that there is a significant difference between the effectiveness of the DIPVIAT PNP expert report (standard) and the forensic physical expert report as a complement to the standard expert report (p = 0.037) evaluated by experts in traffic events that occurred in Metropolitan Lima during the period 2017-2019.
