Percepción de la gestión municipal y seguridad ciudadana en pobladores de la ciudad de San Vicente de Cañete, Perú 2024

Abstract

The present investigation aims to understand the state of security among residents from various sectors of the city of San Vicente de Cañete. The general objective is to determine the relationship between municipal management and citizen security perception in the district of San Vicente de Cañete, in 2023. The target population comprised all citizens of San Vicente de Cañete, aged between 18 and 65, with a stratified sample of 382 participants. This sample was divided into three sectors: Downtown, Urbanizations, and Peripheral Neighborhoods. The questionnaire used demonstrated a high level of reliability, with a Cronbach's Alpha coefficient value of 0.878. Spearman's test was employed to establish correlations between variables, revealing a moderate correlation of 0.473 between municipal management and citizen security perception. Specific dimension analysis showed moderate relationships between the strategic, operational, and social dimensions with citizen security perception, while the economic dimension exhibited a weak correlation. The most significant conclusion drawn is that citizens' perception of municipal management and its relationship with citizen security perception is not very high, with residents acknowledging that not everything depends on the municipality to ensure good security. The recommendation is for all actors within the citizen security system— municipality, police, and population—to coordinate continuously to formulate and execute a coherent and effective action plan.

La presente investigación busca conocer el estado de la seguridad de los pobladores de distintos sectores de la ciudad de San Vicente de Cañete. El objetivo general es Determinar cómo se relaciona la gestión municipal con la percepción en seguridad ciudadana en el distrito de San Vicente de Cañete, 2023. La población objetivo abarcó a todos los ciudadanos de San Vicente de Cañete, entre 18 y 65 años, con una muestra estratificada de 382 participantes Para ello se dividió en tres sectores: Cercado, Urbanizaciones y Barrios periféricos. El cuestionario utilizado tuvo un nivel de confiabilidad muy buen con un valor del coeficiente Alfa de Cronbach de 0.878. Para establecer la correlación entre variables se utilizó la prueba de Spearman que reveló correlaciones moderada de 0.473 entre la gestión municipal y la percepción de seguridad ciudadana. El análisis específico por dimensiones mostró relaciones moderadas entre la dimensión estratégica, operativa y social con la percepción de seguridad ciudadana, mientras que la dimensión económica mostró una correlación débil. La conclusión más importante es que la percepción sobre la gestión municipal de los ciudadanos y su relación con la percepción sobre seguridad ciudadana no es muy alta, advirtiendo los pobladores que no todo depende del municipio para garantizar una buena seguridad. La recomendación es que todos los actores del sistema de seguridad ciudadana: municipio, policía y población coordinen permanentemente para formular y ejecutar un plan de acción coherente y eficaz.
