Propuesta de mejora en la gerencia ambiental según norma ISO 14001 para cumplir los indicadores en una municipalidad distrital de Lima-2026

Abstract

El presente trabajo aborda la problemática de la gestión ambiental en la Municipalidad Distrital de Villa María del Triunfo (MDVMT), en la cual se identificó una desconexión crítica entre la ejecución de actividades operativas y el logro de resultados estratégicos reales. A pesar de reportar niveles de cumplimiento físico cercanos al 100% en diversas tareas, indicadores clave como el estado óptimo de las áreas verdes se mantienen en niveles deficientes (44.72% en 2024). Ante este escenario, la investigación propone implementa y diseñar un Sistema de Gestión Ambiental (SGA) basado en la norma internacional ISO 14001:2015. El diagnóstico inicial reveló un nivel de cumplimiento normativo de apenas el 13%, con carencias absolutas en evaluación de desempeño y mejora continua. La propuesta desarrollada incluye herramientas técnicas como matrices de riesgos, aspectos e impactos ambientales, procedimientos operativos estándar (POE) y fichas de indicadores orientadas a resultados. Se concluye que la adopción de este sistema es técnica y financieramente viable, con un presupuesto estimado de S/. 14,500, y permitiría transformar la gestión reactiva actual en un modelo preventivo y sostenible, garantizando que el esfuerzo operativo municipal se traduzca en una mejora tangible de la calidad de vida y el entorno ambiental del distrito.

This study addresses the issue of environmental management in the District Municipality of Villa María del Triunfo (MDVMT), where a critical disconnect was identified between the execution of operational activities and the achievement of actual strategic results. Despite reporting physical compliance levels close to 100% for various tasks, key indicators such as the optimal condition of green spaces remain at deficient levels (44.72% in 2024). Given this scenario, the research proposes the implementation and design of an Environmental Management System (EMS) based on the international standard ISO 14001:2015. The initial assessment revealed a regulatory compliance rate of just 13%, with significant gaps in performance evaluation and continuous improvement. The developed proposal includes technical tools such as risk matrices, environmental aspects and impacts, standard operating procedures (SOPs), and results-oriented indicator sheets. It is concluded that the adoption of this system is technically and financially viable, with an estimated budget of S/. 14,500, and would enable the transformation of the current reactive management approach into a preventive and sustainable model, ensuring that municipal operational efforts translate into a tangible improvement in the district’s quality of life and environmental conditions.
