Publicación Acceso abierto La calidad de los informes periciales en sus diversas modalidades de falsificación de firmas en el departamento de grafotecnia de la Policía Nacional del Perú, Lima 2022(Universidad Privada Norbert Wiener, 2023-09-26) Oblitas Falero, Yesenia Elizabeth; Jáuregui Montero, José AntonioThe main objective of this research is to evaluate the quality of graphotechnical reports in the different modalities of signature forgery in the graphotechnical department of the National Police of Peru, Lima 2022. The methodology used had a qualitative approach with a phenomenological approach framework. The study scenario had a population of 19 graphophotechnical experts, from which six graphophotechnical experts were selected considering inclusion and exclusion criteria. The techniques used were conversation recordings and annotations. The results showed that the quality of the graphotechnical reports is guaranteed through the expert procedure governed by the criminalistics manual, using the graphoscopic method considering the analytical, comparative and conditional aspects with respect to the signatures, emphasizing also the due training and constant updates. To conclude, the entity lacks accreditation within the field of graphotechnics, the graphotechnical expert does not have certifications according to the ISO17024 standard, however, the specialists receive constant training and are governed by the procedures manual to carry out a quality scientific technical procedure based on the graphoscopic method indicated in the manual of criminalistics of the national police of Peru.Publicación Acceso abierto El informe pericial de fonética y su valoración en juicio oral de los delitos de crimen organizado, Sala Penal Nacional (Lima) 2015-2018(Universidad Privada Norbert Wiener, 2020-06-19) Holgado Vera, Edith Luz; Raffo Ibarra, Guillermo AlejandroExpertise is a means of proof that derives at an explanatory level and a greater understanding of some situation or fact. In order to obtain it, a specific scientific, technical, and artistic knowledge is required, that is, qualified, subject to certain parameters of expertise. The assessment is a practice that belongs exclusively to the judges who have knowledge of the cause. In fact, it concerns the judge to verify the evidence, expertise presented at the trial, and once all the components have been assembled, he must issue a solution that is linked to them, and thus give a good end to the case raised. The relevance of the oral trial as a procedural principle is that it meets the demands established by the delivery of justice in democratic countries. That is why in the present investigation it is proposed as a driving force in investigating how the assessment of phonetic expertise affects the oral trial of crimes related to organized crime, National Criminal Chamber, Lima 2015-2018.Publicación Acceso abierto El uso de la pericia contable en los delitos de colusión y peculado en la fiscalía corporativa anticorrupción del callao 2015-2017(Universidad Privada Norbert Wiener, 2019-03-28) Coello Huamán, Walter Américo; Carbonell Paredes, Helmer AngélicaThe objective of the investigation was to determine to what extent the use of accounting expertise is applied to accredit the crimes of Collusion and Peculado, in the Anti-Corruption Corporate Prosecutor's Office of Callao 2015-2017. The methodological design had a quantitative, non-experimentaltransversal and descriptive level approach. The sample consisted of 15 justice operators from the Callao anti-corruption prosecutor's office, and for the documentary analysis, 60 cases of collusion and embezzlement were used in the institution under study. The general conclusion was obtained through the investigation, observation and documentary analysis of the cases attended in the anti-corruption corporate prosecutor's office of Callao, where it was determined that only in 50% of cases was the use of accounting skills applied in crimes of collusion and embezzlement, which coincides with the specific result, where an average level of preparation of the judicial operators was determined in the use of said tool of criminalistics, despite the fact that a high level of assessment of said skills was found by the judges and that judicial operators also at a high level, consider accounting skills as an effective tool to accredit the crimes of collusion and embezzlement.
