Publicación Acceso abierto Control interno y transparencia en la designación de empleados de confianza en el sector salud de Lima, Perú 2025(Universidad Privada Norbert Wiener, 2025-09-24) Artola Rojas, Leyla Soledad; Cortez Tataje, Juan CarlosEn la entidad de salud pública, se llevó a cabo un estudio que tuvo como premisa determinar laexistencia de relación entre el control interno y la transparencia en la designación de empleadosde confianza. Así mismo, en el proceso metodológico, se empleó el diseño no experimental, bajouna investigación básica con un corte transversal de nivel correlacional. Todo ello, mediante eluso de los métodos analítico, deductivo e hipotético para conocer cómo se correlacionan lasvariables del “control interno” y la “transparencia en la selección de personal de confianza”. Elestudio comprendió una encuesta para los 102 empleados de la gerencia contable de una entidadde salud. A nivel estadístico, se apreció que el 45.10% de los consultados expresaron un nivel deinsatisfacción de cómo se viene manejando el control de los procesos de selección de personal,considerando además que un 40.20% expresaron una percepción neutral. A nivel inferencial seempleó la prueba de Rho de Spearman por tener una significancia no paramétrica. This research was quantitative, applied, non-experimental, longitudinal and correlational. The technique used was documentary analysis and the instrument used was the content analysis form, for which the reports of the economic transparency module of the Ministry of Economy and Finance were used, as well as the reports of the Standard Transparency portal of the Authority for Reconstruction with Changes. Regarding the sample, the Executing Unit 017-1677: Authority for the Reconstruction with Changes - RCC was taken as the sampling unit and the monthly budget execution reports for fiscal years 2018, 2019, 2020 and 2021 (48 months) were used as the analysis unit. It was possible to determine that there is a relationship between budget execution and the quality of public spending in the Authority for Reconstruction with Changes during the period 2018 to 2021. This is the result of the analysis of statistical processes such as Spearman's test (p-value < 0.05), which indicates that when there is an optimal budget execution, a better quality of public spending will be achieved.Publicación Acceso abierto Fortalecimiento institucional y liderazgo en la gestión del frente policial de Ica, Perú 2025(Universidad Privada Norbert Wiener, 2025-10-01) Villanueva Rojas, Santos Eduar; Vargas Merino, Jorge AlbertoEl fortalecimiento institucional y el liderazgo en la gestión policial son pilares esenciales para enfrentar los desafíos actuales en seguridad ciudadana. En el contexto del Frente Policial de Ica, su integración resulta fundamental para mejorar la eficiencia operativa y recuperar la confianza pública. El objetivo principal de esta investigación fue analizar la relación entre el fortalecimiento institucional y el liderazgo en la gestión del Frente Policial de Ica, Perú, en el año 2025. La investigación se desarrolló bajo un enfoque cuantitativo, con diseño no experimental, de tipo básica y nivel correlacional. La muestra estuvo conformada por 343 efectivos policiales seleccionados mediante muestreo probabilístico. Se utilizó un cuestionario estructurado y validado, y los datos fueron analizados con el software SPSS. Los resultados mostraron correlaciones significativas entre el fortalecimiento institucional y el liderazgo, así como entre sus dimensiones: transparencia, integridad, calidad del servicio y marco legal, con las distintas dimensiones del liderazgo organizacional. Todas las hipótesis fueron confirmadas mediante la prueba de Spearman. Se concluye que el fortalecimiento institucional se relaciona positivamente en el desarrollo de un liderazgo efectivo en la gestión policial. Una institución sólida en términos normativos, éticos y operativos crea el entorno adecuado para líderes capaces de promover confianza, cohesión y eficiencia. En consecuencia, se recomienda integrar estrategias de mejora institucional con políticas activas de formación y evaluación del liderazgo para consolidar una policía más cercana, eficiente y legítima ante la sociedad.Publicación Acceso abierto Gestión administrativa y efectividad de la promoción cultural, Ministerio de Cultura, Lima 2022(Universidad Privada Norbert Wiener, 2023-07-27) Sánchez Herrera, Evely; Vargas Merino, Jorge AlbertoThis final degree project focused on the objective of determining the relationship that exists between administrative management and the effectiveness of cultural promotion in the Ministry of Culture, Lima 2022. The methodology was oriented towards an applied research, it was oriented in the first place, under the hypothetical-deductive method, taking into account that the selected approach was quantitative, while the applicative typology and oriented in the correlation analysis of the variables, framed in a process that did not require experimentation, designed in a transverse model, counting with a sample of 397 participants (n=396.21). Among the most relevant results, it is highlighted that there is a relationship between the administrative management variables and the effectiveness of cultural promotion, highlighting a bilateral correlation (Sig.= .000 < 0.05) and having a correlational coefficient (Rho= 0.921). Next, there is a relationship between the objective dimension of administrative management with the effectiveness of cultural promotion, showing a bilateral correlation (Sig.= .000 < 0.05) and having a correlational coefficient (Rho= 0.975); Similarly, there is a relationship between the structure of administrative management with the effectiveness of cultural promotion (Sig.= .000 < 0.05) and having a correlational coefficient (Rho= 0.891); Lastly, administrative audit activities are related to the effectiveness of cultural promotion (Sig.= .000 < 0.05) and having a correlation coefficient (Rho= 0.899). As conclusions, it is detailed that the optimal development of administrative management may promote favorable results in terms of the objectives set to promote culture within the institution in charge of such responsibility.Publicación Acceso abierto Gestión administrativa y su relación con la calidad de servicio en el Hospital Sub Regional de Andahuaylas, Apurímac 2023(Universidad Privada Norbert Wiener, 2023-07-26) Salazar Flores, Yescenia; Cuba Carbajal, NéstorThe objective of the research is to determine the relationship between administrative management and quality of service in the subregional hospital of Andahuaylas, Apurímac 2023. study methodology: A cross-sectional and correlational study design was used for the nonexperimental type of research. 153 users made up the population, while 109 users constituted the sample. The instrument was used to collect data related to the variables administrative management and quality of service. Results: The alternative hypothesis supporting the presence of a correlation between the administrative management and service quality variables, since it is accepted on the basis of the Rho Spearman result, which was 0.745 with a significance value of 0.000. The administrative management variable and service quality showed a strong positive association, which is consistent with the general objective. Conclusion: It was found that the variable administrative management and quality of service are highly positively correlated in the subregional hospital of Andahuaylas, Apurimac 2023, that is, as administrative management increases, so does the quality of service.Publicación Acceso abierto Gestión por competencias y gestión administrativa en los colaboradores de la Municipalidad de Independencia, Lima-Perú, 2024(Universidad Privada Norbert Wiener, 2025-03-07) Rupay Miranda, Rocío Erika; Rodríguez Rodríguez, MaribelThe objective of this research was “to determine the relationship between management by competencies and administrative management according to the collaborators of the Municipality of Independencia.” The method used was hypothetical-deductive, quantitative, basic, non-experimental, transectional and correlational-descriptive. The sample was made up of 108 workers who perform functions in the Municipality of Independencia. The survey technique and a structured questionnaire were used to evaluate both competency management and administrative management. The main results indicate the existence of a positive and moderate classification of 0.64, supported by Spearman's Rho, between management by competencies and administrative management. Therefore, management by competencies was 89.8% efficient, while administrative management reached 80.6% efficiency. In addition, moderate positive correlations are identified for cardinal competencies 0.529, managerial competencies 0.434 and by area with administrative management 0.543. Therefore, it is concluded that there is a significant relationship between management by competencies and administrative management in the Municipality of Independencia. However, there is a need to strengthen the skills of employees to enhance their performance.Publicación Acceso abierto Gestión pública y seguridad ciudadana según los residentes en el distrito de Jesús María, Lima 2024(Universidad Privada Norbert Wiener, 2026-03-14) Fernández Laredo, Miguel Ángel; Pinedo Macedo, Joan; Rodríguez Rodríguez, MaribelEl objetivo de la presente investigación fue determinar la relación entre la gestión pública y la seguridad ciudadana en el distrito de Jesús María, Lima, 2024, para ello se empleó una metodología con enfoque cuantitativo, de carácter básico, bajo un diseño no experimental, de corte transversal y alcance correlacional. Para la recolección de datos, se utilizaron dos cuestionarios elaborados específicamente para medir la percepción de las variables en estudio, los cuales fueron aplicados a una muestra probabilística de 382 residentes del distrito. El análisis de los datos se realizó mediante el coeficiente de correlación de Spearman, obteniéndose un valor de 0.606 con p = 0.001, inferior al nivel de significancia del 5% establecido, lo que evidenció la existencia de una relación estadísticamente significativa entre la gestión pública y la seguridad ciudadana. Además, este valor indica una relación positiva de intensidad moderada, es decir, una gestión pública más eficiente se asocia con una mayor percepción de seguridad ciudadana. Asimismo, se encontró que la gestión pública se relaciona significativamente con las dimensiones objetividad, subjetividad y confianza de la seguridad ciudadana, aunque con una intensidad débil. Estos hallazgos subrayan la necesidad de implementar mecanismos que fortalezcan la participación ciudadana y optimicen el diseño de políticas públicas, con el fin de mejorar la seguridad en el distrito. Finalmente, se destaca la importancia de considerar, junto al análisis estadístico, los factores sociales y administrativos que influyen en la percepción de seguridad de la población.Publicación Acceso abierto Política de modernización de la gestión pública y mejora continua en un área asistencial de un hospital de Lima, Perú 2025(Universidad Privada Norbert Wiener, 2025-11-28) Velásquez Romero, Gladys; Vargas Merino, Jorge AlbertoThis research delved into the process of public management transformation in the health sector, revealing the shortcomings affecting the quality of services. It also aimed to establish the relationship between the public management modernization policy and continuous improvement in a healthcare area of a hospital in Lima. It employed basic, quantitative research, a hypothetical-deductive method, and a non-experimental, simple-correlational, and cross-sectional design to approach a population of 7,164 workers, from which a simple, probabilistic sample of 87 was selected. The technique used for data collection was a survey with a Likert scale questionnaire validated with expert judgment and with a reliability (Cronbach's alpha) of 0.934 for the modernization policy variable and 0.974 for the continuous improvement variable. The results reflect a direct, positive, and medium correlation between the variables, with a Rho of 0.657. Direct and positive relationships were determined between the components of policy and regulation, goods/services, and internal management with respect to continuous improvement; however, no relationship with continuous improvement was evident in the intervention strategies and results dimensions. It is concluded that the modernization policy at this hospital has achieved significant management successes, but the necessary changes must continue to be promoted to achieve a real and sustained impact on user satisfaction levels, especially in terms of verification mechanisms and implementation of the improvement cycle.Publicación Acceso abierto Reducción o mitigación de la informalidad en locales de venta y calidad de suministro a consumidores finales de GLP, Lima Perú 2025(Universidad Privada Norbert Wiener, 2025-10-01) Guevara Torres, Jann Carlo; Vargas Merino, Jorge AlbertoIn an effort to understand how enforcement efforts against informality are linked to the conditions under which LPG is provided to households, this research focused on determining the relationship between the reduction or mitigation of informality in retail outlets and the quality of LPG supply to end consumers. Lima, Peru 2025 was its primary objective. To this end, this basic, correlational research used the hypothetical-deductive method with a non-experimental design and a quantitative approach. A random sample of 384 people was selected using inclusion and exclusion rules. A questionnaire was designed to collect the information, which required validation by experts, and its reliability was measured using Cronbach's Alpha Coefficient. SPSS software was used to perform the statistical analysis of the data compiled from the sample. Very low positive correlations were obtained between the business and labor dimensions of the reduction or mitigation of informality in retail outlets and the variable supply quality for end users of LPG. These results demonstrate the need to implement greater actions to reduce or mitigate informality and, consequently, improve supply quality for end-users of LPG. A similar situation was evident among the variables that were found to be correlated with a low positive magnitude, given that the Spearman's Rho coefficient was 0,254.
